On 10 October, the 2025 Portuguese State Budget proposal was presented, proposing a more comprehensive tax benefit for young people up to the age of 35.

This initiative aims to empower the younger generation by offering tailored tax benefits that encourage personal growth and economic participation.

In this article, we explore what IRS Jovem is, who qualifies for it and how it will be applicable in 2025.

What is IRS Jovem?

IRS Jovem is a progressive tax scheme that aims to support Portugal’s youth in their transition into adulthood. It offers financial incentives to young individuals between the ages of 18 and 35.

It was first introduced in Portugal’s 2019 state budget and has been revised and extended in subsequent budgets. The 2025 budget proposal will further enhance this scheme by making it more accessible and inclusive.

Who qualifies for IRS Jovem?

To qualify for IRS Jovem, individuals must meet the following criteria:

  • Be between the ages of 18 and 35 at the beginning of the tax year;
  • Have a valid Portuguese Tax Identification Number (NIF);
  • Have a taxable income that falls within certain limits set by the government;
  • Not be claimed as a dependent on someone else’s tax return.

In addition, only people who are considered ‘active taxpayers’ can benefit from this scheme. This means that they have sufficient declared income and contribute to the country’s tax revenues.

How will IRS Jovem be applicable in 2025?

It is proposed that the IRS Joven should be more comprehensive, applying to income from dependent work and self-employment earned by individuals up to the age of 35. The time limit will now be ten years, applying to the first year in which income is earned and the option for the benefit is exercised, and the following nine years in which income is earned and the option is also exercised.

It is also proposed to increase the applicable exemption:

  • 100% in the first year;
  • 75% in the second, third and fourth years;
  • 50% in the fifth, sixth and seventh years;
  • 25% in the eighth, ninth and tenth years;

The amount of income exempt under the above terms will now be limited to an amount corresponding to 55 times the IAS (28,009.30 euros, considering the current IAS).

What are the benefits of IRS Jovem?

The main benefit of IRS Jovem is that it provides tax relief for young taxpayers, allowing them to retain more of their income and potentially have a higher disposable income. This can be especially beneficial for those entering the workforce or starting their own businesses, as it helps ease the burden of taxes during the initial years.

Furthermore, by targeting individuals between the ages of 18 and 35, this scheme aims to encourage young people to remain in Portugal and contribute to its economy. It also encourages entrepreneurship among young adults by providing tax breaks for self-employment income.

In addition, by making IRS Jovem more inclusive and accessible through the proposed changes, it can potentially benefit a larger number of young taxpayers. This can contribute to a more equitable and fair taxation system in Portugal.

Overall, IRS Jovem not only provides financial benefits for young taxpayers but also aims to promote economic growth and retention of talent within the country. So, it is an important scheme that supports the development of young individuals and the economy as a whole.

Conclusion

In conclusion, IRS Jovem is a tax relief scheme aimed to support young taxpayers in Portugal. The proposed changes for 2025, if implemented, could significantly improve the scheme by making it more comprehensive and beneficial for a wider range of individuals. Overall, this shows the government’s commitment to promoting youth employment and entrepreneurship, which can have positive effects on the country’s economy and society as a whole. So, it is crucial to monitor these developments closely and see how they impact young people in Portugal in the years to come. This will provide valuable insights into the effectiveness of the scheme and its potential for further improvements in the future.
